How to solve the ionic cordova error coming while build the android?

While running the command "ionic cordova run android", i am getting an error as the following, the build fails beacuse :"

Execution failed for task ':app:processDebugGoogleServices'.
> File google-services.json is missing. The Google Services Plugin cannot function without it."

What I have tried:

I have tried adding the following code line to the config.xml :
"<resource-file src="google-services.json" target="google-services.json">"
