Is there source code for halftoning image using opencv Python only?

I'm looking for source code for halftone the image by using OpenCV Python only. I see a lot of code using PIL/PILLOW module on forum/Github but I don't want to use that module.

What I have tried:

Is there anyone who know the code or any resources related?
