I am looking for dicom listener or simulator that works in windows system and probably integrate with .net platform.

Can you recommend a decent, good, community supported .NET based DICOM listener or simulator? or Do you know any commercial PACS system for DICOM listener or simulator that support .NET?

So basically we required PACS system in .NET platform.

What I have tried:

I have tried using wireshark but communication is not established, i am able to receive junks from dicom machine but somehow i can not convert it to dicom or can not able to properly communicate with machine.

@RickZeeland thanks for your valuable response.

I have tried fo-dicom & DVTk source. Both are not able to open in visual studio 2012 & 2015. Giving error project or solution are not supported. And openDICOM.NET is not supports Dicom communication, it is for dicom viewer & dicom study and converting dicom file to different media type.
