I searched in internet but I don't undestand what this function do, I have:

LCID lcinfo = GetUserDefaultLCID();

What did you search for? Google's top hit: GetUserDefaultLCID function (winnls.h) | Microsoft Docs[^].

First line of text on that page: Returns the locale identifier for the user default locale.

yes I read about locale identifier, and it says that it's about language used
A very quick google would have found it for you:
