.TCP files are Tally Compiled Program files - and the internal format is that of an executable, but after that the format is proprietary to Tally. You would have to contact them to get the file format to get information on how to "decode" it into anything useful. You can read the "raw" binary data very easily with most languages, but after that you need the specific file format in order to make sense of the content.

Since that info doesn't appear to have been released on the internet, they are unlikely to help you much - but it's worth a try.
