How do I fix server error in '/' application. Required permissions cannot be acquired?

Server Error in '/' Application. Required permissions cannot be acquired.

When I run my code in Visual Studio 2015 I am getting this error Server Error in '/' Application. Required permissions cannot be acquired.
I was told the fix is to download Microsoft.ReportViewer.Common.dll, Version=9.0.0.0

I have this file Microsoft.ReportViewer.Common.dll version 8.0.50727.42.

What I have tried:

There is not code to add here. This is about how do I fix the error.

The lines following seem to be in conflict with one another; can you please use the Improve Question and add in some clarification to what your project is all about and how you got to this mess?
