Importing contacts from outlook

I want to develop a web application using jsp or java for viewing my outlook contacts and editing and adding them. Just as how Contact management system works but it must sync with my outlook.

Please give me ideas as how to kick start in this.

When i tried the js code in my web app ide it shows the alert "Outlook needs to be installed on the machine for data to export"..
Please guide me as this is very new to me.
