How to resolve the page cannot be displayed issue while running a project using visual studio ?

I am getting the exception "Page Cannot be Displayed Issue..Refresh after few minutes". Issue while running a project locally. I changed the Port to a new number in the main solution file properties. But still the same issue persists. Also restarted the IIS in my machine. I am using visual studio 2008 with c#.

What I have tried:
