Can I Write My Addition program
such that it will boot the system, or will execute such that it will not require OS support.

In short Bootable Addition Program.

What do you mean by 'addition program' ? Any program that 'will not require OS support' will, by definition, be an operating system of sorts, presenting at a minimum, display drivers and drivers for taking input from the user. The answer is almost certainly, therefore, no, to that half. How do you mean, you want a program to 'boot the system' ? Some motherboards offer wake on LAN, but a program that's on a computers HDD, cannot execute or do anything, if that computer is off.
