Is it necessary to precompile an MVC 5 application during publishing

The reason I ask is because there is a third-party plugin license file that is not copied to our web directory when precompilation is enabled.

With precompilation set to false, the license file gets copied.

What I have tried:

Various SO alternatives for copying the license file to our web server after publishing, now of which seem to work.
