How do I get http open api GSM/USSD modem?

I want to use my mobile as modem on laptop and want to have a ussd open api .Is this possible . if yes then how can i do this?

What I have tried:

i can do this by external modem but i need to do with my mobile phone.

i didn't get any solution there thats why i posted. actually i want to have ussd API facilities on laptop by usb connected android.
