performance point dashboard designer error

Hello,

i configured the performance point dashboard designer in sharepoint 2013. but when i try to add new Data Connection, i got error "An unexpected error occurred. Additional details have been logged for your administrator". Below is the Log for this error.
An unexpected error occurred. Error 24925.

Exception details:
System.InvalidOperationException: The load balancer is not provisioned. Verify the load balancer was provisioned successfully before retrieving endpoint addresses.

any idea, what i am doing wrong?
