How to re-use a web form

There are two ASP.Net solutions (VS2010), First one has a web form(ApplicationSettings.aspx) with third party control and form authentication functionality.

How can we reuse the ApplicationSettings.aspx web form to second ASP.Net solution?
What is the best method for it?

create the form as a user control and register and use it in your new application.
