How can we send mail via asp.net without username & password in exchange server.

You cannot.

You can't do it. The email server requires a log in, which needs the username and password - this is to prevent unauthorised people such as spammers using the system to send "genuine" looking messages.

Well, you can configure Exchange to accept mail without giving credentials to the exchange server itself, but than the process addressing to the sever will have to be authenticated against an authority. This is how Outlook works in a domain environment for example.
