In X-windows, when the user "grabs" the border of a window and resizes it, Many, many
events are generated - but there is no event corresponding to the
mouse-up signaling the end of the resizing action! (because the border
areas don't belong to us - they belong to the window manager - and the
window manager doesn't tell us about finishing!!!

Does anyone know what the event or event sequence should be that
definitively defines the action we are trying to detect?

There is no answer! It was a comment from Dave. And the comment section is right below your question.
