I believe that Linux is open source just go get it. Windows is propietary and you would not be able to afford the fee.

I imagine that they do not sell the source to Windows, to anyone. AFAIK, it's a closely guarded secret even from their own employees and they do not have access to the entire code base. Even if they did, the OP could not afford it.

Kenneth I already have this OS running in native state.
now searching for process of developing this OS in a different UI . i have a lot of ideas and want to implement into it.
"Any" without any constraints, should mean "any existing OS in the world". As some (actually many) OS are proprietary, the answer is: "there is not way". I don't mean reverse engineering, of course. For such thing as OS, it certainly cannot pay off, set aside the legal issues. More and more OS are open-source this days, as some members already explained to you; and this is not just Linux. If you really mean to get just one instance of source code, for any one, it means you don't care what it is. It does not really make sense (you always need to have some preferences), but you have a big choice.

working with an open source and developing it for betterment according to me its a very noble work.
my query which is still unanswered that how could we proceed for OS modification taking example of Ubuntu.

No one can answer this in a quick Questions & Answers forum. And the question is very naive. Do you know how to read and understand the source code and documentation? Do you have experience in contributing? What is the goal of your modifications? Answer these questions, make sure you understand things and can contribute, set a valid goals; and you will know how to do the development. You don't expect that someone will read a book on system programming for you, do you? :-)

I'm sorry if I'm wrong in my assessment, but your questions and comment show that you have very little understanding of the topic. I doubt you are ready to effectively contribute to OS programming, maybe not just yet. If so, only systematic education and very serious experience can help you. And first of all, you should critically review and evaluate your goals.
