There are a number of sites and options out there, including this one from Google:

Personally, this is the one I would use. However, there are other options that you could compare by doing a simple Google search:

Tim, Thanks for your suggestion. I am overlaying the animation on top of game and I have tried swiffy. I have used Adobe Edge as well.
