Click Once event that runs only after a new version is loaded

I use Click Once to deploy all the apps I make. I set the publish settings to check for a new version before the application starts. I also set the minimum required version to the current version number so that click once will automatically download the latest version to the user.

I am wondering if there is an event I can use that only fires when a new version has been loaded. I would like to display a message to the user that a new version has been loaded. I would then like to give the user the option to view my "What's New" document so they can see all the changes in the new version. I thought about creating a setting in MySettings to do this but it seems like these settings sometimes get cleared for some reason. Does anyone have any other ideas on how this can be done?
