Calling file randomly by global::Resources in C#

Hello Programmers
I am looking for another solutions on my project...
I have created a solution with 2 projects another called WinEX and other TimeViewer the problem is I have a picturebox that randomly change the image after 30 seconds and a ring for alarm all both have a path called by a place on my computer before change the operating System to Win8 CP it was running well but I asked in another forum if is possible to call into the project without calling path using "C:\filename" but using global::MyProject(WinEx)::Properties::Resources::(filename)

What does it mean "call a file", "call into project"? "Hey, file! Come here, into project!"... :-)
No, this is not just English. You can call a method (function, procedure, property...).
