Where is the best place for a WF designer in a MultiLayer Architecture?

I have rehosted the workflow designer in .Net4 and I have loaded Activities and Custom Activities as a tool bar in it. It can be used to design control flows and to save them as a .Xoml file and to execute the workflows. In our implementation, we have DAL, BLL, and Presentation layers. I am wondering if Software Architects could give me some suggestions about the best architecture for the new scenario including the workflow designer?
