Paralell port I/O WinXP

Using inpout32.dll I can read and write to the port registers however the register contents are not reflected (reproduced) on the data lines D0-D7. I'm quite sure it is not software issue unless I have failed to enable something. Is there some bit to set in control to enable the register data to be observed on the data lines. What am I missing here? Thanks for any suggestions. RTFM is not appropriate as I have read all I can find.
