Yes, within limits.
If you have made good changes to it, so it is unique, then provided you give credit to the originator, you are at liberty to write an article about it and post it for moderation. If it passes that (and that isn't guaranteed - look at existing articles to get an idea what is expected) then it is freely available for download, just like the original program you started with.

That is right, my 5, but I recommend to talk to the original author first, anyway. Please see my answer.

I would suggest you first talk to the author of the original article. Load the article page, locate the section "Comments and Discussions" at the end of the page and hit "New Message". The author will get e-mail notification and a chance to discuss your proposed work with you.

Formally, you have every right to create a derivative work without author's permission (it may depend on a particular license terms though), but talking to the author would be most helpful for both articles and most appropriate and respectful.
