Depends - how are you distributing the material?
If you distribute on CD/DVD, then no.
If you distribute via download, then probably no.
If you distribute the same set of files for an installation via a share of some sort, then yes, you could by including a custom action in your setup process - but every user who ran your package would need write rights to the files which could be a problem.

What are you trying to do that you think this will be a good solution?

I will give a program that i have created to someone else.I have made a setup file via Visual Studio 2010 for that program.I don't want that person to give it to someone else to use it.I want to use Hardware infos to stop the setup file installing if the Hardware infos are different from the first installation...

This is never going to work. You cannot stop someone from making a copy of your installation BEFORE they run it on their machine. Now, there are two copies of your installer, one that knows it's been run before and the other that doesn't.

You can try adn copy protect your app all you want. Companies have spent Billions of $$$$ on the problem, come up with all kinds of possible solutions, and every single one of them has failed miserably.

Copy protect is a myth, not a goal.
