Sorry, but your question does not make very much sense as one is a supporting technology of the other, even in a stacked sense here. Both HTML and CSS are supporting technologies (or base technologies if you like) of ASP.NET^*1 and CSS again supports HTML. So if your are asking to turn CSS into ASP.NET there is nothing to do. You are free however to use CSS in your ASP.NET templates to keep your styling information neatly separated from your HTML markup.

^*1 ASP.NET is usually used to render HTML to a browser, but is in no way limited to that alone. Any kind of data that can be transported via HTTP could be the output.
