Help with PDA Web Application Development

Hello Guys, I'm trying to Develop a Web Application that will target two users, PDA And PC Users. My company deals with Client that interact with our database on daily bases, an application is to be develop to enable our client as well as our operators to access the data from the database. Is there any guideline that will help me develop the Web application for both users using PDA and PC.
