There is a small requirement for any (available) tools to encrypt/compress/archive [video] files.

The further requirements are:

• Such encrypt/archives/compressed files must be password protected

• Attempts to open the file must be restricted based on the following conditions:
o 3 (or any configurable number) invalid passwords in a row
o 12 hours after creation of the archive

Can you let me know if you’re aware of any readymade tools in the market?

PS: WinRar offers password protected archives, but it doesn’t offer restriction on invalid attempts.

AFAIK, there is no software tool that does exactly what you want - mainly because of the "3 strikes and you are out" part of things.

You could write one, using one of the various tools for Zip compression and an encryptor of your choice (to prevent the file being opened with standard winzip) but be aware that most video files are pretty well compressed to start with and you probably won't save much space.
