I want to create a toolbar plugin for Internet Explorer. I can find many examples and tutorials to get me started but nothing on one particular piece of functionality I'd like to implement.

Ideally I want a small pop up window displaying information to appear when I click one of the buttons on my toolbar. I want it to look similar to the "browser action" pop ups that can be displayed by a Chrome extension or the popups that appear when you click "Suggested Sites" and "Web Slice Gallery" in IE9. I envisage creating the popup's contents in HTML but I am prepared to sue anything that works.

If anybody can direct me towards a tutorial or an example or offer any other advice then it would be greatly appreciated.
