How do I make customers pay per inquiry click

I would like to add a code to my website but i could use a little step up. 
I am building a customer service WordPress website.
It offers venues who display their business and if i want to receive a quotation for a wedding, i press ask for inquiry. From this moment the venue will be charged.
It must automatically go to an overview in his account and into a pdf. The pdf must record all the inquiries to have an invoice at the end of the month.

The one you know ... which judging by your tags is either PHP or Python. Any other language choice will necessitate your learning the language and the framework in which it works, as well as how to integrate that into your existing code base.

But I'd think rather more carefully before I even started on that - there are some very strange design choices in there, such as the apparent use of a PDF file as a database which is a somewhat esoteric design decision, particularly in a multiuser environment ...
