create shortcut of index.html file from relative path

Hi!
I am working on Instalishield2011 to build the setup of my project.In my project the folder structure is like project/html/index.html.Now I have to create a shortcut from relative path of the index.html file at the location project/html.Relative path is nesscery becouse user can install a project anywhere.
