Hello world app in struts2(2.2.3)

Hello everyone
I want to start learning struts2. So i want to write first "hello world" like in the example below. I do the same like they did, but when i using library(2.0.14) it work ok, but when i using library(2.2.3)

Dispatcher initialization failed
Unable to load configuration. - bean .../Struts2HelloWorld/WEB-INF/lib/struts2-gxp-plugin-2.2.3.1.jar!/struts-plugin.xml:8:162

Could anyone help me with this, please?

Thank you very much, it helps me solve all the problem. I can continue to explore the struts2 framework. I won't know each components if i can't run the helloworld app. Thanks so much
