Cut audio and create new audio with DirectSound C#

I want to cut pieces of an audio wav and to create a new audio wav with this pieces. I want to do it with DirectSoud, but I don´t know wath methodos I have to use.
Can anybody help me?

Or does anybody know a library to do it?
