Because somebody at Microsoft decided so. Such question could not be perfectly valid. How about this: why won't you explain us why anyone would need such control in Windows Application. I bet you won't give a valid reason. I don't see why.

By the way, essentially, there is no such thing as just "Windows Application". The different libraries can be used: WPF, System.Windows.Forms, and they are almost unrelated (there is interoperation, best avoided). New libraries are emerging, some third-party ones are available. For each independent library, the answer to this or similar question can be different.
