Hi all,
I am having problems organizing my web form to be user-friendly specially when there is many functionalities for the same items.
Is there an e-book that teaches you how to handle such cases?

Start here: http://www.w3schools.com/css/css_intro.asp[^].

Another part is the art of HTML design in more general terms. In a way, this is harder, because this is more of an art and social study: how to make Web software usable. I think there is no way to learn it in just one book course. You need to practice, review work of good developers and designers and so on. Perhaps visit a library and book stores and try to read some books right there (even before you buy).
