Modify CostFinalize Action

I have a code to execute MSI. I need to restrict some of the files from installation depending on the parameter passed from console application that invokes the MSI. It can be done in CostFinalize Action.

Any idea, How do I add CostFinalize Action to my project?

Is that visible after the right click on the deploymentproject and select the view option.
If yes, I am not able to see that. How can I get that option?

That's possible by own action if to schedule custom action before or straight after CostFinalize, using InstallExecuteSequence table.
