Line chart output on .NET 4.0

Hello,
I need to create an output as a line diagramm. This output shall be saved as a png file.
Individual value markings shall be possible on both axes on top and bottom, respectively left and right.
On the top axis an alternate criterion shall be used.
Which tool is most appropriate to achieve this?
