getting information from users with the help of Google maps

I wan't to make it so that people can click on small areas on google maps like neighborhoods and streets and have those areas selected and added to a database.

Sounds interesting. I encourage you to go ahead and do so then. There isn't a whole lot we can do to help you based on this. We certainly aren't going to develop a solution for you.
