SQLite and HTML5 for an Offline/Online application

I'm in the planning stages of building a time sheet application. My company wants a web based application, but we have several field service engineers that work in very remote areas with no internet connection. Would building the app in HTML5 with offline capabilities utilizing Sqlite be a wise solution, where I could sync the data when a connection is detected, or would a standalone offline app be better? I'm just looking for thoughts, opinions or other solutions here.

/edit - I was considering HTML because of the offline web app capabilities. All of our databases are SQL server 2008. Eventually we are going to want mobile access to the application. I want to make multi-platform as simple as possible, but I'm not sure if there is going to be continued support for SQLite with the few browsers that currently support it.

Cannot comment on the HTML5 portion but some thoughts about the database: What database you use at the office? If it's for example SQL Server and the clients are all windows, it could be easier to use Sql Server Compact Edition[^]. For example a replication would be more easy to set up if you want to use that for synchronizing the data when connected.
