which language is better for socket programming for web application ?

I want to write a PHP web application . a part of this is sending and recieving data via socket
the data format is fixed so I can wite this part with java . and store data in database ,, and in web application I use data from data base
But if I use diectly from php . it will be much more convenient .
The Ram Memory is limit in my workplace
is it better to remove that portion of the socket? or use directly from php?
Security is an important factor for me
