We've run into some issues on the first try (no documentation, a lot of dependencies, could not compile the sample app), so thought I'd ask for a second opinion.

What I have tried:

Looking for IOS/Android chat with features such as emojis, multimedia, read/writing status, notifications, etc.

I am surprised what you say. I once wrote a simple chat bot for Telegram and found the documentation to be excellent at telegram.org
I do not think they will provide any gui. So you must find or make one. Then you need to understand the web interface and integrate towards that.

I say this with the a disclaimer: Telegram provides an open API for bots. I would think they do the same for regular (phone number based) users, but I cannot say for sure.
