If you mean "Take a picture of a face in VB" then that is easy - look at Google for "Use Webcam" and you will find loads of info.
If you mean "Recognise a face against a picture" then that is a LOT more complicated. Start here: Face Detection in C#[^] and be prepared for a lot of work...
