Amusingly enough, the HR manager will normally be the person in charge of the HR department. The question to consider is what does an HR department actually do?

Well, the HR department is typically responsible for putting in place the strategies and guidance for dealing with individuals in an organisation, and ensuring that the organisation is compliant with local (and relevant international) laws with regards to individuals.

The manager of the department will typically work with senior management to ensure that the working practices of the company reflect the relevant laws (e.g. compliance with disability discrimination laws), and oversee the running of the department to ensure that it runs smoothly.
