I don't think the rating and reputation is a main point.

This is just one of the features used to encourage peer reviews to stimulate quality of articles and prevent author from lying to readers -- many mistakes and false statements are detected by the reviewers. But this is a feature of all peer-reviewed publications as they practices in science.

Much more important role of CodeProject is being a very responsive source of publications and reviews without too much ceremony and embedded search, which stimulates high volume of publications with the potential to find a lot of matter of very good quality. Even though such system allows for many low-quality publication, the benefits of it dominate over downsides, in my opinion.
