The Network Adapter could not establish the connection : vendor code 20

I am using the Oracle SQL Developer 1.5.5 got as part of Oracle 10g
getting below error.

An error was encountered performing the requested operation:

The Network Adapter could not establish the connection
Vendor code 20

Some day before its connect and work fine but now we got this type of error. I put the tnsnames and listener to for connecting the server but unable to connect.
Please Help...

This could be a network problem. You can generate some trace at the listener level.

Solution 1

If u installed 11.2g database go to SERVICES and CHECK the ORACLE LISTENER is STARTED or not.If it is stop or manual please make it the ORACLE LISTENER STARTED.
