DMO Filter (Frame Rate Converter) How to set properties in Directshow graph using C#?

Does anyone have a code sample of how to set the properties of this DMO filter using C# in a Directshow filter graph. I wish to change to output framerate going to a network stream. I am capturing raw video & audio, compressing, muxing and outputing stream. Currently I have this filter in line using DMOWrapper. How do I retrieve the videoinfoheader and then change it?
