How to make DirectX NOT see my devices?

Hi all
I was wondering and I know it is stupid but is there a way to make DirectX (directinput) not to see my mouse and/or keyboard, and I do not mean code wise like to code an app that doesn't use Directinput. I mean OS wise, to sabotage my PC so that any app using directinput can't see the mouse and/or keyboard.
Without deleting Directinput dll's, e.g. make DirectX not see input from a device at a COM 1.

It's just an odd idea. Maybe something smarter could come out of this.

It seems to be an odd idea. I don't understand why. If you share your ultimate goal, may be some other ideas can come.
