KB976477 "The expected version..." error

Desktop Engineering - Have network of 60,000 users worldwide. Attempting to deploy Hotfix KB976477 for Office 2007 (SP2 installed already) - This is the hotfix to allow VSTO addons for excel.

I get the "expected version of product not found" error. After much effort and research... I've found that I only get this error on systems that had office 2003 at some point in time. I've tried deleting all registry keys/caches/temps/folders anything associated with office 2003... but I still get the error.
I've uninstalled all office products and associated programs, and done fresh installs... still no avail.

Obviously the hotfix is seeing something that's telling it I have office 2003 and that isn't the version of office it wants to see. Anyone have ideas?@??!?!?!
