Oracle SQL Developer, new connection error?

Hi All

I cannot seem to connect to a remote server (11gR2/cluster/solaris) using Oracle SQL Developer. Last time I used this tool it was as easy as falling of a log!

This time - First I fire up VPN then Putty (as normal) to confirm settings etc, then on my desktop I open developer/new connection and enter details

Connection name: test
Username: sys
Role: sysdba
Connection type: basic
Hostname 172.13.xx.x
Port: 1521
SID: correctsid
...
"Status : Failure-lo exception: the Network Adapter could not establish the connection"

Any ideas?
