Neocognitron Networks Realization in C#

Can I realize Neocognitron Networks with some modifications using any free Neural Network libraries or existing Neural Networks libraries in Visual Studio 10? There are some special grouping in neurons and connection between them. I need to have the possibility, to connect each neuron on one layer with some neurons on the previous layer but not all of them.

What I exactly need is, a powerful (C#.Net) Neural Networks Library, that could be used for making a network similar but a little more complex than Neocognitron.
