AT Command Network Registration problem

Hi guys, i need to send SMS using GSM Modem. My modem is D-Link and model number is DWM-151.

I have successfully completed the SMS sending process but the problem is, some time modem is failed to registered with the GSM network service provider.

AT+CREG?
returns 0,0

modem is not registered and not searching for a home network.

So i decided to registered manually using AT+COPS command.

AT+COPS=1,2,"40480" //404 India MCC 80 BSNL MNC

But the response is ERROR.

I don't know what's wrong and how to achieve this ...

If you any one knows explain me guys, waiting for your guidence

OK
The device is not registered and is currently NOT searching for a new operator to which to register.
