"Access is denied"?

Is not this more than enough to tell that there is security configuration issue? You need to give proper privileges in order to access and manipulate it.

It's a problem on the windows box. I googled "iis ftp server access denied" and got back more than 253,000 hits.

Correct, my 5. There are no many possible reasons though -- I answered.

First to know is: FTP is FTP. Windows or Unix or any other system boundary is absolutely irrelevant.
Your FTP and file system permissions in server side is the only problem. This is simply: 1) file system permission, 2) FTP configuration (read your FTP server documentation). No more no less.
